You can usually find me walking in the countryside or planning my next getaway. I am a housing geek at heart – I love walking around towns and cities, looking at different housing developments and appreciating amazing houses I dream of living in.

A bit about me

Rachel joined 4OC in 2022 as a Housing and Homelessness subject matter expert, bringing extensive experience in Local Authority Housing Services and Housing Associations. She has supported clients across a range of areas including: digital and IT strategy; data strategy and quality improvement; HRA financial planning and income maximisation and service reviews for future operating model design. As well as Housing, Rachel has supported the development of strategic business cases for capital investment in the Health and Social Care sectors. Rachel brings fresh ideas, challenges thinking, and works with dedication to deliver better outcomes for her clients.

Before joining 4OC, Rachel’s career spanned roles as a Housing Officer in a large London HA, a Business Analyst to support a large transformation programme and most recently, Head of Housing Strategy and Service Improvement at a London Local Authority. In this role, she oversaw the development of new Housing and Homelessness strategies and their implementation, led the creation of a new Housing Allocations Policy, managed a Housing PFI contract and developed in-house data insights capacity. In 2021, Rachel also played a key role in Public Health, establishing and managing a team to rapidly deliver COVID-19 testing and vaccination services.
