Loretta Outhwaite
Managing ConsultantAbout me:
I joined the NHS as a super-enthusiastic trainee management accountant in 1989. Over the next 30 years I worked in multiple NHS provider and commissioning organisations and for the Government of Jersey, in a variety of roles including: finance, contracting, communications and programme management. My last role in the NHS was as a Chief Finance Officer/Deputy Chief Officer.
Within my professional life, there are three things I’m passionate about:
- Best possible value in the delivery of public services;
- Compassionate leadership;
- Helping people to be their best selves.
I have worked as a consultant and interim since 2018, which is when I began working with 4OC as an associate consultant. Because of 4OC’s strong social values and their inspirational, hard-working, and supportive team, I jumped at the chance to join 4OC on a permanent basis in July 2021.
Loretta is part of the Health team.

Unkindness; travel disruption due to fog (I live on an Island); waste.
What do you do when you’re not working
Drinking loose leaf tea from my favourite teapot; watching TED Talks; reading; walking my dog on our beautiful Island (the Isle of Wight); volunteering within my local community.
